Background
The Final Warning is an exotic obtained from an exotic quest, released after the World First race for The Root of Nightmares raid, part of the Lightfall expansion. To unlock the quest, all of the Strand fragments had to first be unlocked without time restriction. Bungie removed the time restriction on the Strand fragments, allowing players to access the quest whenever they wanted.
Steps to Unlock Final Warning
The first step to unlocking the quest is to obtain all three Strand fragments. To obtain the first fragment, head to the Io region and find the Cayde’s Cache mission. The second fragment can be obtained by completing the Lake of Shadows mission in the Dreaming City. The third and final fragment can be obtained by completing the Scarlet Keep mission also located in the Dreaming City. Once all three fragments are obtained, head to Pouka Pond on Neptune and interact with the quest marker to obtain the Final Strand exotic quest.

Once you’ve obtained the Final Strand exotic quest, there are seven steps you need to complete. The first six steps involve completing various activities around the planet, such as patrols, strikes, and public events. The seventh and final step require completing the Headlone Time Trial. To do this, you will need to race against the clock and complete a series of seven jumps around the map.
Once all seven steps are complete, you will be given the Final Warning exotic sidearm. Congratulations! To recap, the steps to unlocking Final Warning are: unlocking the three Strand fragments, obtaining the Final Strand exotic quest from Pouka Pond, and completing the seven steps of the quest, which culminates in the Headlone Time Trial.
